Today, Canadian Prime Minister Justin Trudeau is reshuffling his cabinet, with planning to reorganize his front bench. This will be the 17th time the PM has shuffled his cabinet since 2015.

In the latest Canada cabinet shuffle, Prime Minister Justin Trudeau has made the following appointments:

  • Anita Anand is now President of the Treasury Board.
  • Marie-Claude Bibeau takes on the role of Minister of National Revenue.
  • Bill Blair becomes Minister of National Defence.
  • Randy Boissonnault is the new Minister of Employment, Workforce Development, and Official Languages.
  • Jean-Yves Duclos is now Minister of Public Services and Procurement.
  • Sean Fraser takes on the responsibilities of Minister of Housing, Infrastructure, and Communities.
  • Karina Gould becomes Leader of the Government in the House of Commons.
  • Mark Holland becomes Minister of Health.
  • Ahmed Hussen takes on the role of Minister of International Development.
  • Gudie Hutchings becomes Minister of Rural Economic Development and Minister responsible for the Atlantic Canada Opportunities Agency.
  • Kamal Khera is the new Minister of Diversity, Inclusion, and Persons with Disabilities.
  • Dominic LeBlanc takes on the responsibilities of Minister of Public Safety, Democratic Institutions, and Intergovernmental Affairs.
  • Diane Lebouthillier becomes Minister of Fisheries, Oceans, and the Canadian Coast Guard.
  • Lawrence MacAulay becomes Minister of Agriculture and Agri-Food.
  • Marc Miller is now Minister of Immigration, Refugees, and Citizenship.
  • Mary Ng takes on the role of Minister of Export Promotion, International Trade, and Economic Development.
  • Seamus O’Regan Jr. becomes Minister of Labour and Seniors.
  • Ginette Petitpas Taylor is now Minister of Veterans Affairs and Associate Minister of National Defence.
  • Carla Qualtrough takes on the responsibilities of Minister of Sport and Physical Activity.
  • Pablo Rodriguez becomes Minister of Transport and will continue to serve as Quebec Lieutenant.
  • Harjit S. Sajjan becomes President of the King’s Privy Council for Canada and Minister of Emergency Preparedness and Minister responsible for the Pacific Economic Development Agency of Canada.
  • Pascale St-Onge becomes Minister of Canadian Heritage.
  • Jonathan Wilkinson takes on the role of Minister of Energy and Natural Resources.

Additionally, the Prime Minister welcomes new members to the Ministry:

  • Gary Anandasangaree becomes Minister of Crown-Indigenous Relations.
  • Terry Beech takes on the responsibilities of Minister of Citizens’ Services.
  • Soraya Martinez Ferrada becomes Minister of Tourism and Minister responsible for the Economic Development Agency of Canada for the Regions of Quebec.
  • Ya’ara Saks is the new Minister of Mental Health and Addictions and Associate Minister of Health.
  • Jenna Sudds takes on the responsibilities of Minister of Families, Children, and Social Development.
  • Rechie Valdez becomes Minister of Small Business.
  • Arif Virani is now the Minister of Justice and Attorney General of Canada.

In today’s reshuffle, Defense Minister Anita Anand will shift to an economic role.

Heritage Minister Pablo Rodriguez will now take over Transport, and Sport Minister Pascale St-Onge will manage Heritage.

Soraya Martinez Ferrada, MP for Hochelaga, will lead the Economic Development Agency of Canada for Quebec Regions.

Canada cabinet shuffle in 2023 will result in significant changes. Almost the entire cabinet of Prime Minister Justin Trudeau will be either new or switching ministries after the reshuffle on July 26th.

Incoming Changes

Based on reliable sources, it’s evident that the forthcoming Canada cabinet shuffle will bring substantial alterations to Trudeau’s cabinet. Defence Minister Anita Anand is set to move from her current role to an economic portfolio, indicating a shift in responsibilities.

However, the most remarkable change comes with the departure of seven ministers from the cabinet according to unknown resources with knowledge of the Canada Cabinet Shuffle. These include:

  • Justice Minister David Lametti
  • Public Safety Minister Marco Mendicino
  • President of the Treasury Board Mona Fortier

The exit of these key ministers marks a significant turning point in Trudeau’s current administration.

Despite these significant departures, high-ranking officials like Finance Minister Chrystia Freeland and Innovation Minister Francois-Philippe Champagne are expected to keep their jobs. Defence Minister Anita Anand is reportedly in the running to take over the Treasury Board, which controls government spending.

Among those set to leave their current positions are:

Omar Alghabra, the Minister of Transport, has announced that he will not run in the next election.

Joyce Murray, the Minister of Fisheries, who last month indicated to reporters she was planning to run again, said Tuesday that she now has changed her mind and will vacate her seat “after my current term.”

After much thought and reflection, I have decided not to run again in the next election after my current term.

Helena Jaczek, Minister of Public Services and Procurement, who has announced her exit from federal politics.

Carolyn Bennett, Minister of Mental Health and Addictions, is stepping down and will not seek re-election for the Toronto-St. Paul’s seat she’s held since 1997.

Ministers Standing Their Ground

Despite the major changes, some key figures are poised to maintain their current roles. These include:

  • Finance Minister Chrystia Freeland
  • Foreign Affairs Minister Mélanie Joly
  • Environment and Climate Change Minister Steven Guilbeault

Their continued presence will provide stability and continuity in key sectors of the government amidst the ongoing changes.

CBC News, the primary news source in Canada, reports “Multiple ministers are being dropped from federal cabinet in a shuffle expected to take place Wednesday, sources tell CBC News.”

The Canada Cabinet Shuffle and Its Impact

The Canada Cabinet Shuffle will bring in new ministers or lead to role changes within the current cabinet. This major shakeup comes in advance of a cabinet retreat next month in Prince Edward Island, allowing new ministers some time to get acquainted with their portfolios.

It is widely seen as a strategic move, allowing Trudeau to:

  • Promote high-performing members from his backbenches to the cabinet.
  • Prepare his staff for the next federal election.
  • Reset the Liberals’ messaging on key issues following intense political scrutiny.

What is the Reason Behind Canada Cabinet Shuffle?

Following the 2019 and 2021 elections, Trudeau’s party was reduced to leading a minority government, reliant on the support of the smaller, left-of-center New Democrats. Although the New Democrats have agreed to keep Trudeau in power until 2025, the agreement is not binding.

According to CTV news, “The reshuffle is anticipated to reset Liberals’ messaging on a few hot files following intensive political scrutiny of the government’s management of housing affordability, public safety, and online platform policies during the autumn and spring sittings.”

Will Sean Fraser remain as Immigration Minister in Canada Cabinet Shuffle 2023?

Sean Fraser became the Immigration Minister of Canada in 2021, after Marco Mendicino.

In December 2021, Trudeau gave Fraser a list of important immigration policies to focus on:

  1. Increase immigration levels
  2. Improve application processing for newcomers
  3. Reform Express Entry
  4. Strengthen family reunification
  5. Promote francophone immigration to Canada

Since then, Fraser has made progress on these measures. For instance:

  1. Canada now holds category-based selection for Express Entry, supporting economic goals and boosting francophone immigration.
  2. In late May, measures were announced to help keep families together in Canada.

As of now, there is no official statement regarding any changes to Minister Fraser’s position in the upcoming 2023 Canada cabinet shuffle.
