In October 2023, IRCC conducted four Express Entry Draws, issuing a total of 9,173 Invitations to Apply (ITAs) for Permanent Residency (PR) in Canada.
The Express Entry draws comprised a variety of categories, including:
- No Program Specified Draw
- One PNP-only Draw
- Two Category-based Draws
The Immigration, Refugees, and Citizenship Canada (IRCC) invited 5,448 candidates in just three days through Express Entry Draws, showcasing the streamlined nature of the Express Entry system.

1. No Program Specified Draw: October 10, 2023
- Number of Invitations: 3,725
- Minimum CRS Score: 500
On October 10, 2023, the First Express Entry Draw sent out 3,725 invitations to apply for permanent residency in a ‘no program specified’ draw.
In this draw, the CRS score dropped by 4 points to 500, compared to the last draw on September 28, 2023.
In this round of invitations, individuals may receive invitations to apply for the Federal Skilled Worker Program, Canadian Experience Class, Federal Skilled Trades Program, and Provincial Nominee Program.
2. Provincial Nominee Program (PNP) Draw: October 24, 2023
- Number of Invitations: 1,548
- Minimum CRS Score: 776
The second draw of the month took place on October 24, 2023, under the Provincial Nominee Program (PNP). A total of 1,548 invitations to apply for permanent residency were issued in this Express Entry draw, with a minimum Comprehensive Ranking System (CRS) score of 776.
Notably, candidates with a Provincial Nominee Program (PNP) nomination automatically receive 600 CRS points, enhancing their competitiveness in the Express Entry pool.
3. French Language Proficiency Draw: October 25, 2023
- Number of Invitations: 300
- Minimum CRS Score: 486
In this Express Entry draw, 300 Invitations to Apply (ITAs) were issued to candidates with French language proficiency. To qualify, applicants needed a minimum CRS score of 486.
The CRS score increased by 14 points compared to the previous draw. This draw aimed to attract candidates with strong French language skills.
4. Healthcare Occupations Draw: October 26, 2023
- Number of Invitations: 3,600
- Minimum CRS Score: 431
The fourth Express Entry draw of the month targeted candidates in 35 healthcare occupations. A total of 3,600 invitations were issued in this Healthcare Occupations Draw, with a minimum CRS score of 431.
Canada initially planned to issue 82,500 ITAs according to the Canada Immigration Levels Plan 2023-24. However, by October 2023, Canada had already surpassed this target by inviting 95,221 candidates through the Express Entry system.
This achievement demonstrates Canada’s strong commitment to welcoming skilled immigrants and addressing the labor market’s needs.
